PROBLEM TO BE SOLVED: To provide a gate control device for an aparment house, which can carry out control of a gate arranged in a property such as a plot or a building, inclusive of door locking in a sophisticated manner, and to provide a gate control program and a gate control method. SOLUTION: The gate control device is comprised of an identification information acquiring means 11 arranged at the gate, for acquiring identification information of a user; an opening/closing information memory means 21 for storing information on permission or non-permission of opening/closing of the gate, in relation to the identification information of the user; a determination information memory means 24 for storing information on determination as to the user, in relation to the identification information of the user; and a gate opening/closing control means 12 for acquiring the information on the permission or non-permission of the opening/closing of the gate, based on the acquired identification information of the user, from the opening/closing information memory means 21, acquiring the information on the determination as to the user concerned, based on the acquired identification information of the user, from the determination information memory means 24, and permitting or non-permitting the opening/closing of the gate concerned, based on the acquired information.
