PROBLEM TO BE SOLVED: To provide a toner manufacturing method for achieving an oilless dry toner manufacturing method for achieving satisfactory toner particle granulating performance and fixation performance at low temperatures, a toner manufacturing method for obtaining high-grade quality of images for achieving excellent minute dot reproducibility and a toner manufacturing method for achieving both the above simultaneously. SOLUTION: This toner manufacturing method comprises a process for granulating toner base particles from an aqueous medium containing an oil phase containing at least binding resin, an organic solvent (A), and wax, a wax dispersion liquid manufacturing process for forming a wax dispersion liquid prepared by dispersing the wax into an organic solvent (A1), an oil phase forming process for forming the oil phase by using the wax dispersion liquid, and an emulsifying and dispersing process for emulsifying/dispersing the oil phase into the aqueous medium. The wax dispersion liquid contains the toner particles having average aspect ratio of wax in the wax dispersion liquid of 0.3-0.7 and the relation of long diameter of wax D2 to long diameter of the toner D1 of 0.5<D2/D1 and occupying 20% or less of all the toner particles.
