The present invention relates to a device and a method for controlling transfer of a fluid using a loading arm between a vessel and a cargo terminal or between vessels. The device for controlling the transfer of a fluid includes: a laser measuring unit radiating multiple laser beams to the vessel or the cargo terminal and calculating an angle and a length of each of the multiple radiated laser beams; a position and posture calculating unit calculating a relative position and a posture of the vessel or the cargo terminal based on the angle and the correlation of the length between the radiated laser beams; and a control unit controlling the transfer of the fluid by the loading arm in accordance with the relative position and the posture and controlling the relative position and the posture of the cargo terminal or the vessel.
