PROBLEM TO BE SOLVED: To provide a tension applying device capable of improving workability concerning fixing of an elastic body to a belt body, and a belt.SOLUTION: The tension applying device 10 has a part of a strip belt body fitted to a slackened slack part 20. The tension applying device includes an elastic body 3 stacked on the belt body 2 and elongated in the longitudinal direction Y of the belt body, and a fixing tool 4 for holding the elastic body and the belt body from the stacking direction Z thereof to fix them over the slack part.SELECTED DRAWING: Figure 1 |
