PURPOSE:To reduce the capacity of a packet storage device in a switching device without any delay due to order-control by executing the order-control only by the switching device to which the destination terminal of a packet is connected in case the selection and the re-transmission of a lost packet is requested. CONSTITUTION:The reception sequence of the switch device B3 finds the lose of a packet Pal by receiving a packet Pa2, and transmits a selection retransmission request. Since the packets Pa2, Pb1, Pb2 are not such ones as designated to use terminals connected to the switching device B3 as destination, the order-control is not executed for these packets, but these packets are directly transmitted to switch devices C4, C5. Since the packets Pal and Pa2 are designated to use a terminal 8 connected to the device C4 as destination, the order-control is executed by the device C4, after the reception of the packet Pa1, an original data is formed then transmitted to the terminal 8. The destination of the packets Pb1, Pb2 is a terminal that is connected to a switching device D5, therefore, the device D5, after receiving the Pb1, Pb2 by other transmission/reception sequence, forms an original data and transmits the result to a terminal 9.
