PROBLEM TO BE SOLVED: To provide a terminal for aiding signaling for MPEG-4 transmission reception. SOLUTION: The terminal is provided with a video CODEC for video coding, an audio CODEC, a multiplexer that multiplexes encoded data, and a system control section that conducts signaling to negotiate capability of the terminal. The system control section registers a plurality of parameters to decide video capability in use. Then the system control section is characterized in including a video capability registration section to which a plurality of the parameters to decide the video capability in use are registered and one of parameters to device the video capability corresponding to the MPEG-4 level is registered, including an audio capability registration section to which a plurality of parameters to decide audio capabilities in use are registered and one of the parameters to decide the audio capability corresponding to the MPEG-4 level is registered, and including a system capability registration section to which one of the parameters to decide the system capability corresponding to the MPEG-4 level is registered.
