PROBLEM TO BE SOLVED: To provide a method of producing a database correlating a present position of a subscriber equipment on the earth with a position area controlled by a communication service provider. SOLUTION: A global communication system not bound by a political and other restriction is subjected to a service limitation. A position of a subscriber equipment is correlated with a service area to identify a proper limitation and a proper service for the commitment. The earth is divided by an equal interval area (125, 130) and its entry is stored to a record of a database. Service area boundary data are overlapped onto the equal interval area (125, 130), a position area is assigned to each equal interval area to attain efficient use of the communication system. In the case that the service area boundary data bisect the equal interval area, the equal interval area is repetitively divided to form a hierarchical database.
