PROBLEM TO BE SOLVED: To determine deterioration of a battery accurately. SOLUTION: Deterioration of the battery 3 is determined based upon a voltage of the battery 3 detected by a voltage sensor 8 in a timing when a starter motor 11 is already energized but not yet actuated. The voltage of the battery 3 is detected before an engine 1 rotates in accordance with a timing when a large current flows by a rush current into the starter motor 11 to increase a power consumption from the battery 3. Thus, deterioration of the battery 3 is determined without an influence of a friction of the engine 1, thereby determining deterioration of the battery 3 accurately.
