PROBLEM TO BE SOLVED: To enable collection of illegal cards or defective cards and to enable a card-issuing job. SOLUTION: An IC card 8 inserted inside of a card carrier path 29 from an opening 30 is clamped a driving belt 22 and a follower belt 27 and carried in the direction of the arrow A. A contact point unit 33 also follows and is lowered while being carried in the direction of the arrow A and a contact point 35 contacts an electrode part of the IC card 8, read and write of information is performed and is returned through the opening 30. An illegal card or a defective card is discharged through an opening 31 on the device rear edge part and is collected by a card manager. When an unprocessed card is inserted through the opening 31 by the card manager, issuing operation is performed by the contact point 35, discharged through the opening 30 and is supplied to a user. |
