PROBLEM TO BE SOLVED: To detect relative angle and direction of a pitch and roll of an object by providing one set of slit discs capable of freely rotating centering around respective shafts which are crossed, preferably vertical to each other. SOLUTION: An encoder 102 with weight is provided with a slit disc 110 rotatably connected to a fitting part 112 by a rotary axis 114 of a shaft or the like around which rivets, pins, nails, or the slit disc 110 can freely rotate. The fitting part 112 is directly or indirectly fixed to the casing of a pitch roll detecting device. Consequently, the fitting part 112 is in the condition of being fixed to the detecting device, but relatively rotatable centering around the rotary axis 114 against the slit disc 110. The slit disc 110 can be of any size, if it is of practical use for using the detecting device.
