PROBLEM TO BE SOLVED: To obtain a pitch controlling agent reducing adhesion of pitch particles and colloidal pitches in water in the process for producing a pulp and a paper sheet and preventing aggregation thereof and to provide a method for controlling the pitches using the agent. SOLUTION: This pitch controlling agent is characterized by saponifying a vinyl ester unit part of a copolymer comprising one or more kinds of the vinyl ester and a polymerizable amine compound monomer to prepare a vinyl alcohol unit, chlorinating the amine compound unit part to a quaternary ammonium salt when the amine compound unit part is a primary or tertiary amine unit part and including the obtained water-soluble cationized polyvinyl alcohol copolymer as an active ingredient in the process for producing the pulp and the paper sheet and the method for controlling the pitches comprises using the agent.
