PROBLEM TO BE SOLVED: To save the user's trouble of electronic settlement and to reduce the risk of a leak of user's personal information. SOLUTION: The card settlement server is equipped with a user terminal 1 that the user uses to have electronic commerce with a store providing an article or service by using a card for settlement, servers 3 and 4 storing a store site 3a which displays articles or services that the store handles so that they can be selected through the user terminal 1 and a settlement site 4a which performs settlement processing for informing the user terminal 1 as of whether or not the user can pay for the article or service, and a communication line 2 which connects the servers 3 and 4 and user terminal 1; and card information is ciphered and then sent to the servers 3 and 4 through the communication line 2, and the servers 3 and 4 confirm a financial institution 8 where the user has his or her account according to the card information and perform settlement processing.
