PROBLEM TO BE SOLVED: To provide a secondary battery using a non-aqueous electrolyte and having high capacity and high safety. SOLUTION: In using a positive electrode active material consisting of a mixture of a lithium nickel-based composite oxide and a lithium manganese double oxide for the battery using the non-aqueous electrolyte, part of the lithium nickel-based composite oxide is replaced with fluorine, boron or niobium. This obtains the positive electrode active material formed by uniformly mixing the two components with each other. In addition, safety is secured even if its capacity is increased increasing the ratio of the lithium nickel-based double oxide.
