PURPOSE: A moving picture compression edition method and moving picture edition apparatus and moving picture reservation regeneration apparatus using the compression edition method are provided to make coding background picture with a high compression rate by making a preprocessed background picture to be basis of moving picture and coding by a frame unit in a still picture compression method. CONSTITUTION: A series of basis picture file is generated by coding a background picture to be digitalized frame by frame in a still picture compression method(101). And then the basis picture file is decoded and is indicated by a frame unit at an indicating screen(102). And then a series of edition picture is generated by synthesizing multimedia element like as character, diagram, sound(103). And then finally a series of moving picture file is generated by coding the edition picture generated in a moving picture compression method(104).
