RADIO NETWORK HAVING CRYPTOGRAPHIC KEY EXCHANGE PROCEDURE

PROBLEM TO BE SOLVED: To provide a radio network having different cryptograph change procedures. SOLUTION: A radio network controller encodes specified data to be transmitted through a traffic and a control channel and is also provided to respectively change cryptographic keys necessary to encoding at a specified time, and this radio network includes a plurality of allocated terminals. The radio network controller transmits a message about cryptographic key change encoded by an old cryptographic key to the terminals. The terminals respond to the radio network controller with a message encoded with a new cryptographic key as the reception notice of the new cryptographic key.
