<p><P>PROBLEM TO BE SOLVED: To provide a motion picture encoder generating a plurality of seamlessly reproducible streams and generating a stream not causing underflow of the buffer in a decoder. <P>SOLUTION: When a subsequent stream is generated such that a preceding stream and the subsequent stream multiplexing an image stream and other information are reproduced seamlessly, the motion picture encoder 100 controls encoding depending on the amount of occupation of a virtual buffer specified by the amount of code generated and the amount of code transferred to the destination.
