PROBLEM TO BE SOLVED: To provide a device and a method for controlling a hydraulic cylinder capable of improving energy efficiency by eliminating the risk of oil leakage and easily controlling the driving of the hydraulic cylinder. SOLUTION: When the magnitude of a load acting on the hydraulic cylinder 9 is changed, the control program of a controller 17 for controlling the driving of a solenoid proportional valve 16 is changed to a control program for controlling the driving of the solenoid proportional valve 16 so that a pilot pressure according to the magnitude of the load acting on the hydraulic cylinder 9 can be output against an input operation amount signal. The covers 38, 39 of a control valve 14 which specifies the stroke of a spool are replaced with covers 38', 39' with different positions of restriction parts to specify the stroke of the spool according to the magnitude of the load acting on the hydraulic cylinder 9.
