PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine improving control accuracy of operation of an actuator not only in a throttle valve low opening zone but also in all opening zone from low opening to high opening. SOLUTION: In the control device for the internal combustion engine controlling operation of the actuator driving the throttle valve disposed in an intake pipe of the internal combustion engine, a throttle opening output voltage value TPS and an accelerator opening output voltage value APS are detected (S10, S12), deviation between the throttle opening output voltage value and the accelerator opening output voltage value (deviation d) is calculated (S14), the calculated deviation is amplified (S16), and operation of the actuator is controlled (S18 to S28) based on the amplified deviation (deviation amplified value Nd).
