A blended polymer electrolyte membrane is provided to ensure excellent hydrogen ion conductivity, electrochemical characteristic, mechanical property and thermal stability, and to reduce interfacial resistance when a membrane and an electrode are welded. A blended polymer electrolyte membrane comprises a polymer consisting of an inorganic polymer; and a proton conductive polymer having cation exchange groups at a side chain. The inorganic polymer has a pore structure of 3-aminopropyltriethylsilane and tetraethylorthosilicate at both terminals and a main chain bonded with the phosphoric acid is polydimethyl siloxane.
