Disclosed is a method for configuring a reference signal. The method comprises: when a network side determines that uplink air-interface resources are insufficient, the network side sends a downlink reference signal to a user equipment, instructs the user equipment to measure according to the downlink reference signal, and instructs the user equipment to cancel or to reduce sending of uplink reference signals. Also disclosed are a device for implementing the method and a base station.
