A retention structure pivots about a single axis, the retention structure having two sections that create an overlapping pinch about an upper surface in a first position and a lower surface in a second position. A cutter is located proximal the upper end of the removal bin.

a first housing configured to balance a center of gravity of the waste disposal device over a range of use of the waste disposal device; a second housing configured to be coupled to the first housing and configured to store a film for containing waste within the waste disposal device; and a bin configured to be selectively coupled to the first housing and configured to rotate about a longitudinal axis of the waste disposal device within a range of zero degrees and a threshold value.
