The method comprises: in the process of a user equipment (UE) being switched from a source side cell to a target cell, within a time before an RRC connected reconfiguration operation is completed, the source side cell continuing to issue data to the UE; and the UE, after receiving a radio resource side control (RRC) connected reconfiguration message sent by a base station of the source side cell, continuing to receive downlink data sent by the base station of the source side cell. |
