PROBLEM TO BE SOLVED: To provide a surface coating agent giving a recording sheet having excellent fixability and drying property of a water-base ink, quickly absorbing the water-base ink from the surface of the recording sheet especially in the case of using as a sheet for ink-jet recording and forming a clear recorded image free from feathering and color missing defects. SOLUTION: The objective surface coating agent contains an organic acid or inorganic acid salt of a copolymer containing cationic group and produced by the copolymerization of a monomer mixture containing (a) a (meth)acrylic acid ester, (b) a cationic monomer and optionally (c) a styrene monomer or contains a quaternary ammonium salt of the copolymer as an active component. The ink-jet recording paper is produced by using the surface coating agent.
