The plug connector has stationary insulating part with conductive pole contacts, and an insulated rotor concentrically fitted in the stationary part. The stator and rotor are so arranged that the pole contacts cannot be contacted from outside, even when using various aids, without turning the rotor through a preset angle. The rotation is prevented by additional mechanical latches, relieved exclusively by an appropriate tool insertion. The rotor is turned until the tool pole fins engage the pole contacts of the stator. The contacting position is secured by further locks such that no contact with the parts under current is possible from outside.
