Rotation of an output disc with a rotated input disc is prevented when the assembly is in a rest condition. A rotation transmitting connection is formed between the input and output discs when the assembly is in an actuated condition. A mechanism is also provided for automatically returning the assembly from the actuated to the rest condition if the input disc is rotated within a given time delay upon rotation or if the disc is not rotated within the given delay, upon expiration of the delay. Thus, the output disc may be rotated only once within the delay, and is not rotatable at all if the input disc is not rotated within the delay.
