PROBLEM TO BE SOLVED: To realize control considering the influence of the fluctuation of an image forming stage from charging exposure to transfer and fixation by performing image density control setting a parameter as manipulated variable so that the density of a reference patch for controlling density may coincide with a set calibration target value. SOLUTION: A developing density target value calibrator 22 calibrates the target value of the density of the reference patch for control so that middle and highlight patch density fixed on paper may be a target value stored in a fixing density target value memory 21 from the measured value by a developing density sensor 10 and a fixing density sensor 11 at the time of forming a reference patch for calibration. A manipulated variable set value in a manipulated variable memory 25 at the time of forming the reference patch for control and the read value by the sensor 10 are inputted in a control rule computing element 26 so as to form a control rule. The formed control rule is stored in a control rule memory 27. Thus, the accurate control by which the target value is surely obtained is realized.
