PROBLEM TO BE SOLVED: To automate execution of telop by presetting time data used to set telop display start and erasure times to a telop text and superimposing characters or the like on a video image at a time designated by the time data of the telop text. SOLUTION: Data of a telop text generated by a prescribed method are once stored in a telop data storage section MEO and read from the telop data storage section MEO in matching with a video image such as a broadcast program according to the setting of telop data K time setting part and a clock of a time control section TME, converted into a video signal and synthesized with the video image. Since keeping an accurate time of the clock of the time control section TME of a video signal synthesis device PCA is a requirement, the time is corrected by a synchronizing signal such as a time cast signal from a television tuner applied to an input terminal PIN of a time synchronizing signal.
