PROBLEM TO BE SOLVED: To improve reliability and maintainability of a mobile communications system, to facilitate construction by employing a simple constitution and to improve the productivity and reuse of resources. SOLUTION: In the case that a channel transmission line 5 is disconnected, base station equipment 2 connected with a controller 1 by a channel transmission line 5 activates and operates a virtual controller 13 constituted of software. Thus, even in the case that the base station equipment 2 performs a different operation, the constituting element performs the same operation without the need of a different operation mode. |
