PROBLEM TO BE SOLVED: To provide a very compact image scanner that is built in a device that can read an image on an original without losing the portability even when built in a mobile information terminal and whose power consumption is saved and to provide a device that incorporates the image scanner built in device. SOLUTION: The image scanner is configured such that it is provided with a scanning path 11 through which a read object 6 passes, a rotary roller 31 that is driven as the read object 6 passes the scanning path 11, a rotary encoder 34 that detects rotation of the rotary roller 31, a light emitting element 211 that emits light, an image sensor 231 that senses the reflected light from the read object 6, and an optical transmission section 232 that is opposed to the rotary roller 31 via the scanning path 11 and transmits the emitted light and the reflected light.
