PROBLEM TO BE SOLVED: To obtain the subject composition, having excellent sustainability and water resistance, capable of producing coating films which give comfortability and useful for makeup or skin care for keratinous matter, by including an aqueous dispersion containing film-forming polymer particles and specific polyorganosiloxane particles. SOLUTION: This composition is obtained by including (A) an aqueous suspension of elastomeric polyorganosiloxane particles which is a partially crosslinked solid, [e.g. BY 29-122 (trade name) (Dow-Corning Toray Co. Ltd.)], and (B) an aqueous dispersion of particles of a film-forming polymer (e.g. polyvinylpyrrolidone copolymer). The component A is obtained by an addition reaction and crosslinking reaction between a poly-organosiloxane such as polydimethylsiloxane and an organosiloxane containing at least one H bound to Si per molecule in the presence of a catalyst. It is desirable that the particle diameter of the polymer in the component A is 0.1-500μm, and the solid content of the component A is 0.5-65 wt.%.
