An apparatus and a method for encoding a moving picture signal, and a computer-readable record medium are provided to implement a fast encoding process of a two-pass variable bit rate type. A stream analysis unit(5) analyzes an input moving picture signal and creates information necessary for calculation of encoding difficulty at every unit time. An encoding difficulty calculation unit(6) calculates the encoding difficulty at every unit time based on the information created by the stream analysis unit. A record unit matches the input moving picture signal to information of the calculated encoding difficulty and records data of the input moving picture signal. A decoding unit decodes the stored data of the input moving picture signal. A bit rate calculation unit(11) calculates a bit rate assigned to two-pass encoding based on the information of the calculated encoding difficulty. An encoding unit carries out the two-pass encoding of the decoded data according to the calculated bit rate.
