PROBLEM TO BE SOLVED: To provide a moving picture compressing apparatus that can compress diversified moving picture data with different properties while minimizing degradation in the image quality. SOLUTION: In the moving picture compressing apparatus 1 of this invention, a property decision section 14 decides rapidness of a motion of a moving picture in moving picture data being a compression processing object on the basis of genre information and a keyword included in a title in program information data included in broadcast data. Then a control section 15 revises a value of a filtering coefficient in filtering processing conducted by a pre-processing section 12 and assignment of a data quantity after compression by each picture type in the compression processing conducted by a compression processing section 13 depending on the decided degree of the rapidness of the motion.
