PROBLEM TO BE SOLVED: To provide a composite material having high bonding strength between a cemented carbide member and a steel member, and cutting tools such as an end mill and a drill composed of the composite material. SOLUTION: In the composite material of the cemented carbide member and the steel member each bonded via a bonding layer, or the cutting tools such as the end mill and the drill subjected to a cutting edge processing to the cemented carbide member of the composite material, the bonding layer at the contact side with the cemented carbide member is composed of Ni, and the bonding layer at the contact side with the steel member is composed of a Ni-Cu alloy. Furthermore, a Cu diffusion region containing less Cu with distance from a bonding face is formed in the vicinity of the bonding face between the steel member and the bonding layer.
