Disclosed are a connection management apparatus and an operation method thereof. Namely, the connection management apparatus is configured to manage a terminal connection state with regard to each of multiple base stations providing services with different frequency bands in the same region. Accordingly, the connection management apparatus may solve an imbalance phenomenon, caused by focused terminal connection to a certain frequency band which is a service provided to the same region.
