PROBLEM TO BE SOLVED: To provide a map data creation device that can create map data correctly detecting features and correctly represents the features.SOLUTION: A map data creation system 1 is configured to: implement a function approximation of a relation between a position and shape in each point on a road included in a prescribed area centering around a local area having a measurement object area of a measurement unit divided on the basis of point group data acquired from the measurement unit for each of a plurality of local areas; obtain a relation expression in each position of the local area; extract a plurality of line segments from a gradient intensity image and gradient direction image obtained by using the relation expression; detect the line segment expressing a feature from the extracted plurality of line segments; and output map data expressing the feature with the detected line segment.SELECTED DRAWING: Figure 1
