PROBLEM TO BE SOLVED: To obtain a highly safe cosmetic, quasi-drug, medicinal agent and food having high bleaching action and active oxygen-inhibiting action and effective in bleaching, keeping the skin from chapping, improving gloss and dullness of the skin and maintaining tension of the skin. SOLUTION: An extract of the root of Hedysarum austrosibiricus (the order Rosaceae, the family Leguminosae, the genus Hedysarum) with water, ethanol or a mixture solvent thereof is blended. |
