PROBLEM TO BE SOLVED: To provide a photoelectron releasing material which is capable of releasing negative ions stably for a long period of time, and a negative ion generator using the same. SOLUTION: This photoelectron releasing material 1 is constituted by coating the front surface of a base material 2 with Au 3 as a photoelectron releasing substance in the form of a thin film and adding a holding material 4 from above the same. The Au 3 releases photoelectrons by irradiation with UV rays from a UV source.
