<p>PURPOSE:To reduce the redundancy in a moving picture coder at a low bit rate. CONSTITUTION:A valid block map is obtained by a frame difference signal and segmentation and elimination (6) of isolated invalid block are applied to the obtained valid block map. In the case of extracting a talker area, a threshold level for a segmentation circuit 5 is selected in response to the rate of a valid block number of a preceding pattern to a valid block number of a current pattern and only the extracted talker area is coded. Since a background is fixed and a talker mainly moves in the television telephone set or the like, useless coding information quantity caused due to noise from the background or the like is eliminated by segmenting the talker part and encoding the part, then the encoding efficiency is improved.</p> |
