PROBLEM TO BE SOLVED: To attain fixing with high picture quality without causing an offset phenomenon and a twining phenomenon to a thermal roller occurring in fixing. SOLUTION: The surface coat layer of a fixing roller is made of a fluorine polymer, the ratio F/C between fluorine F and carbon C within 20 nm from the surface is set to 1.90 or above, the maximum difference of the ratio F/C on the whole surface is set to 0.05 or below to keep homogeneity, and the surface is smoothed to the reflection factor of 60% or above to eliminate an offset phenomenon and a twining phenomenon. The film thickness of the surface coat layer is set to 10μm or below, no graphite is contained within 0.5μm from the surface, graphite of 1% or above is contained inside, the smooth surface coat layer is formed by the wet method, and the fixing roller generating no offset over a long period is obtained.
