PROBLEM TO BE SOLVED: To allow the power control device for mobile to act at the time of inter-station start in the mobile radio communication system to reduce a time required to set an efficient power level. SOLUTION: The power control device controls a signal strength in the mobile radio communication system where communication is made by using a different channel at least first. The signal to interference ratio SIR of a signal received by a reception station is measured and the measured information is sent back to a transmission station 13 to provide an index of a proper power level to send succeeding signals.
