PROBLEM TO BE SOLVED: To provide a polyurethane complex excellent in biodegradability and mechanical characteristics, and capable of being produced at a low cost. SOLUTION: This polyurethane complex comprises a reaction product of (a) powder and/or staple fibers each made of vegetable matter having at least one hydroxyl group, (b) molasses and/or lignin, (c) a polyhydric alcohol and (d) a polyisocyanate, and is featured that (i) the average particle diameter of the vegetable powder is 0.5-5.0 mm, (ii) the average diameter and the length of the vegetable staple fiber are 0.5-3.0 mm and <=5 mm, respectively, (ii) the content of the vegetable powder and/or staple fibers is 45-80 wt.% based on the weight of the polyurethane complex, (iv) the content of the molasses and/or lignin is 1-30 wt.% based on the weight of the polyurethane complex, (v) the content of the polyhydric alcohol is 1-30 wt.% based on the weight of the polyurethane complex and (vi) the content of the polyisocyanate is 1-30 wt.% based on the weight of the polyurethane complex.
