PROBLEM TO BE SOLVED: To enable, relating to communication control programs and in performing communication control by layered control parts, a retrieval control to be performed at a short term when an abnormal event will has occurred during communication control. SOLUTION: When determining that information from a communication control unit 5 is one of an abnormal event, a data delivery control part 30 of a dispatch control part 3 transmits information of abnormality (information of retrieval) to layered control parts 21 to 23 by one operation, canceling its own data during control. When receiving the information of abnormality (information of retrieval), each of layered control parts 21 to 23 cancels its own data during control, and the control part 21 of the highest layer 1 informs the abnormality to a operational program 4.
