<p><P>PROBLEM TO BE SOLVED: To provide a water content measuring instrument capable of measuring the water content of a material to be measured with high precision. <P>SOLUTION: The water content measuring instrument is equipped with an integrating sphere 2 for reflecting and seattering the irradiation light I emitted from a light source 1 to guide the same to paper P. Since the paper P is irradiated isotropically with the irradiation light I reflected and scattered by the scattering surface 2M of the integrating sphere 2, the intensity of the reflected light R becomes the angle distribution based on the scattering surface almost perfectly unlike a conventional water content measuring instrument equipped with no integrating sphere 2 and not isotropically irradiating the paper P with the irradiation light I and absolute reflectivity can be operated as the reflectivity of the paper P. In the viewpoint of the angle distribution of the intensity of the refelected light R, a factor capable of exerting an error on the measuring precision of water content is removed and the error is reduced.
