PROBLEM TO BE SOLVED: To provide a method and a device for scattering a substance for a long time stably, even concerning the substance which can not be scattered by a conventional method/device, since it is difficult to uniformly scatter an amorphous substance to be scattered, containing water and having viscosity for a long time/stably by using the conventional type method/device of mechanically sending the substance to be scattered by compressing, because of causing solidification. SOLUTION: The device for scattering the substance to be scattered is provided by fixing hairy materials at an obtuse angle in the sending direction of the substance to be scattered on a base bottom structure, vibrating the base bottom structure while closely adhering so as not to cause a gap between the tip ends of the hairy materials with the tip ends of the hairy materials or a wall structure making a contact with them and scattering the substance to be scattered by sending pitches caused by the accompanying vibration of the hairy material.
