PROBLEM TO BE SOLVED: To perform the generation of a radical, the breaking, removal, separation, and recycle of an object, the inactivation, decomposition, and extinction of a microorganism or organism, and the decomposition, detoxication, and deodorization of molecules while submerged large-capacity streamer-like discharge is caused by applying pulse power across a linear electrode and another electrode.
