<p><P>PROBLEM TO BE SOLVED: To provide an image encoding apparatus to encode an image including a specific area wherein the amount of the movement or displacement of an imaging object is large like smoke, flame etc. with a small encoding quantity, an image decoding apparatus and an image decoding method. <P>SOLUTION: A hue detecting circuit 6 detects whether an input image 2 has a candidate area existing in a prescribed hue range or not, and further, a motion/deviation detecting circuit 7 determines that the detected candidate area is the specific area of the smoke or the like when a motion/deviation quantity between different frames exceeds a threshold.
