PROBLEM TO BE SOLVED: To output, in a shortest time possible, the collation result of a paper dactylogram in a system for assuring being original paper of a paper dactylogram, while keeping the accuracy. SOLUTION: An acquisition means is provided for optically reading a paper document and acquiring image data, representing the paper dactylogram of the paper document. When calculating and determining the degree of similarity, between image data representing the paper dactylogram cut out from the acquired image data, representing the "paper dactylogram" and image data of paper dactylogram information in an n-th region, on the basis of the stored paper dactylogram information in the n-th region on the paper document, when the degree of similarity calculated for a first region is a first value or larger, it is determined that the optically read paper document and a paper document having the paper dactylogram information in a first region coincide with each other. When the degree is smaller a second value that is smaller than the first value both the paper documents are determined as being non-matching with each other. When the degree is smaller than the first value and is the second value or larger, the degree of similarity regarding the paper dactylogram information in a second region is calculated to determine coincidence/non-coincidence between the optically read paper document and the paper document having the paper dactylogram information in the second region.
