<p><P>PROBLEM TO BE SOLVED: To accelerate packet transfer by achieving load distribution of the packet transfer by a plurality of communication routes by virtually expanding communication routes. <P>SOLUTION: A VPN server 101 encapsulates a packet P2 when it receives the packet P2 and distributes packets P(2-1) and P(2-2) to radio terminals MN 1 and MN2. A radio terminal MN 1 decapsulates the packet P(2-1) when it receives the packet P(2-1), and transmits the packet P2-1 to a radio terminal MN3. Thus, the packet P2-1 is sent through a communication route being a file server 102→the VPN server 101→the radio terminal MN1→the radio terminal MN3. The radio terminal MN2 decapsulates the packet P(2-2) when it receives the packet P(2-2), and transmits the packet P2-2 to the radio terminal MN3.
