The present invention aims to provide a frequency measuring apparatus and method. The frequency measuring apparatus comprises: an analog-digital converter which converts analog input signals to sampling signals sampled every first period; an algorithm operator which measures phases of the sampling signals and calculates phase changes with the measured phases; a moving average filter which calculates an average phase change by using the phase changes for a second period containing the sampling signals; and a frequency operator which calculates a frequency by using the average phase change and the number of samplings per the second period.
