A method for transmitting and receiving data by a terminal with a first base station supporting a first radio access technology and a second base station supporting a second radio access technology, in a radio access system supporting a multi-RAT (Radio Access Technology), the method comprising: performing an initial network entry process with the first base station; performing a multi-RAT capability negotiation process with the first base station to exchange information necessary for an access to the second base station; performing an access procedure with the second base station; and transmitting and receiving data with both of the first base station and the second base station accessed by the access procedure after performing the access procedure, wherein the performing of the multi-RAT capability negotiation process comprises: transmitting control information indicating at least one quality of service (QoS) class to the first base station, the at least one QoS class being selected by the terminal from among a plurality of QoS classes defined in accordance with a value of at least one QoS parameter, andreceiving a message from the first base station, the message indicating that a traffic corresponding to the at least one QoS class is redirected to the second base station, and wherein the transmitting and receiving of data includes: transmitting and receiving the traffic corresponding to the at least one QoS class with the second base station, andtransmitting and receiving data other than the traffic corresponding to the at least one QoS class with the first base station.
